                                       Schedule of Powers

3.To the General Managers, the powers delegated to the lower authorities have been reviewed & additional powers have been delegated with the concurrence of Finance to the authorities at various levels. The Schedule of Powers have been divided into six parts as under :-

4.The Powers delegated shall be exercised only by the authorities indicated and to the extent specified. No re-delegation is permissible. Delegation of Powers specified has been made with due regard to the need of decentralisation and expeditious disposal of business at all levels. The powers mentioned herein should be viewed in their correct perspective and exercised judiciously by the officers concerned. The exercise of the powers delegated is subject to observance of provisions of extant code rules and other orders. Due regard must be paid to the standards of Financial propriety enumerated in Para 116 of the Indian Railway Financial Code Volume - I. (1982 Edition) Delegations reproduced from Code and extant orders shall be deemed to have been modified by amendments to such Code rules and extant orders from the dates the amendments take effect, pending issue of necessary correction slips.
6. Except where otherwise indicated, financial sanctions, as distinguished from administrative, should be accorded only after obtaining prior concurrence of the associated Finance.
7. A copy of each sanction (in duplicate) should be furnished to the FA & CAO immediately after issue, to enable proper check over 8. financial sanctions with a copy to Dy. Director/Audit.
9. This Schedule of Powers is in super session of all previous ones and shall come into force with immediate effect. Correction Slips/ amendments in the Schedule, will be issued, as and when necessary.
10. In the case of purchase of Stores/Materials the powers delegated are only for administrative sanction and procurement is to be made only in the normal channel through Stores Department except purchases through imprest wherever authorised.
11. Powers of sanction in all cases are subject to availability of funds. The certification of availability of funds should, be brought out in each proposal for the information of the Finance Officer and the sanctioning authority.
12. In exercising the powers, the officers concerned should keep in view various instructions issued for observance of utmost economy in Government expenditure.
13. As there is no HOD for General Administration and Security Branch, CPO will exercise the powers applicable to Principal HODs treating the two branches as a combined unit for purpose of monetary limit.
14. The term Principal HODs/Co-ordinating HODs denotes CME, CEE, COS, CPO, FA & CAO, CE, CMS and will refer to HODs directly reporting to GM.
15. Considering that ICF is a Production Unit, there is greater necessity to minimise the administrative expenditure with a view to keep the cost of the coaches produced as low as possible, and thereby reduce the recurring financial burden on the Railways. It is therefore desired that the officers exercising the financial powers now delegated shall take due care in authorising expenditure keeping also in view various instructions from the Railway Board and those issued locally, from time to time.
