In ICF the particulars of RP(UP) and Railways Act is almost computerized and the particulars are kept in different files such as Accused details, RP(UP) Act cases from 1990 to 2007 and HS Criminals, Receivers, Railway Employees, Pending enquiries and Pending trial cases.
A closed circuit TV has been provided at Shell and Furnishing Factory. The camera is installed at Shell post South West Gate which covers the movement of employees at workers gate and vehicles at vehicle gate. The camera installed in the East gate covers the movements of workers in the East gate counter and the other is fixed at the Officers gate so as to enable the movements of Officers gate. In Furnishing Factory one camera is installed in the Officers gate and other is installed in the Vehicle gate/Furnishing. Two monitors are provided in the control room where the staff is posted round the clock to watch the activities taken place at workers gate, Officers gate and vehicles gate. The monitors are connected with the Video Cassette Recorder which is used for recording events whenever they are required especially at times of staff agitations near the gates. The CCTV is also used to exercise supervision over the staff involved in frisking duties and checking of vehicles. Any lapse noticed through the monitor is immediately communicated to the supervisory official of the RPF post concerned for rectification. The closing and sealing of workers gate and vehicles gate are also monitored through the TV. The CCTV in the Shell post also covers the entry and exit of supervisors, Service engineers, contractors etc. who are using the supervisor’s gate.
Hand Held Metal Detectors:
The experiments with the hand held metal detectors used at gates for making physical search on employees was not up to the expectations as it is time consuming and not fool proof. Hence it is resolved to opt for door frame metal detectors at workers gate both in Shell and Furnishing factories. In almost all cases workers resort to thefts of metal made materials such as twist drills, copper wires etc. Hence if the proposed door frame system with an adjustment to detect the removal of such kind of materials is installed it would serve the purpose most effectively to watch the movements of workers at the East gate of the Shell factory and at Furnishing division. Once these three places are connected they will provide a better coverage of the activities of staff and to exercise supervision on RPF staff deployed there, which would finally result in the tightening of the security measure at gates.
Close Circuit Television:
A video camera ( Panasonic make) is available in ICF. It is used for covering workers agitation, functions etc. In addition to this, a camera is also is used for photographing criminals involved in RP(UP) Act cases , receivers and habitual Railway Act offenders.
Computers are used to store crime details, dossier of criminals etc. With this, the retrieval of information pertaining to the activities of are pursued with the department concerned for early implementation. The IPFs of both the posts Shell and Furnishing are having instructions to periodically check the physical security measures and to suggest improvements now and then for providing better security to the ICF.
Electronic Alarming system:
In order to further strength the security system in ICF it is contemplated to procure electronic alarming system near perimeter walls where inadequate RPF staff are posted. This would help the RPF staff to alert other staff and the post to muster staff and to rush to the place where any intruder is noticed.
